Galah banding

I have just received a Galah into care that was found in Ainslie this morning . 
It was caught with wire entangled through its wing that was in turn entangled 
in two ID Tags that were wired to the wing , both discs say XA , they are the 
size of 20cent pieces and the leg band number is 200-17296.
Does anyone know how I can find out the who might be running this sort of 
experiment ?

The bird will have to be euthanised it will never fly again.
