I thought that too but maybe plastic ring from something commercial other than a milk bottle top which would not fit over a Hardhead head I think - unless it poked its head in when just a duckling.
You no doubt know that Sydney milk suppliers do not use blue tops because of the number of blue-seeking bower birds strangled by them.

Your female hardhead does not have a collar in any deliberate sense! Close inspection of your excellent photos reveals it to be the locking circle from a plastic bottle - such as the 2 litre milk jugs that have red tops when bought from some smaller supermarkets.
