Little Raven flock at Parliament House

I saw a flock of Ravens at Parliament House yesterday. They were on the little wedge-shaped piece of grass to the south where Adelaide Avenus around to the west.
 
There were about 20 and they looked like Littles to me (slighter, short throat hackles). But I was only driving past and couldn't stop so I couldn't be sure.
 
Perhaps a flock migrating to the mountains which stopped off to feast on Bogongs.
