There is only one little error in Margaret's message (the word "not"). It certainly was a whistling kite and in this case it is very easily picked as such from very good photos.  Though a call of it made a rapid “kak-kak-kak” call is not what I would expect someone to write of a whistling kite (that fits falcons or goshawks etc) but that description happens to be even less fitting of a swamp harrier.
 
I remain intrigued into the process at which people ID birds. The other day I was with one old bloke at Lake Tuggeranong and he was talking about all the Mynas at his place, but the behaviour he was describing (of digging up the garden) was to me very suggestive of Blackbirds. So I was wondering about his accuracy but didn't comment further. Then he pointed out a "pelican" at the water's edge, it was a swan. Then he pointed out a "little finch" flying around us, it was a Welcome Swallow. I did correct those at which he said: "I really don't know, most birds look the same to me".

Shot at the Jerrabomberra wetlands this morning.  There appeared to be only one raptor active at that time, and it made a rapid “kak-kak-kak” call.  It certainly was not a whistling kite.  From what can be seen of the legs in one of the frames, they don’t seem feathery enough to be an eagle.  Does this make it a swamp harrier?
