Black-shouldered Kites are rodent specialists, eat mostly mice but yes I agree from the photo, too big for a mouse, so it is likely a rat, not much showing but it looks right.

Could someone advise what was on the menu today for the black shouldered kite It was NOT a Mouse to big,  long tail
