Yes Rock Dove, fantail Pigeon: same species. There are a whole range of domestic forms of the species bred for various intents at appearance or abilities. You don't see many of the fancy ones wild, maybe because they are kept in captivity or don't survive as well on release.

                I took this photo to-day at Kama Reserve, it looks slightly different to the normal Rock Dove, may be a fantail Pigeon. ID please.
