Kestrels copulating

Two kestrels flew over our house in Bonner this morning, fluttering together and vocalizing. They landed nearby on a huge mound of soil and copulated briefly . This seems to be well out of the breeding season. I saw a pair here on 26 March and one had the pale markings of an immature. Comments?
