The 30 year average (1982-2011) is 2.7%, so your statement about 2012 being
about average is correct (yes it is 2.5%). The graph also tells us that the
reporting rate in each of the last 8 years is above 2.8% which is been
higher than the 11 years before 2005 (maximum of 1.9%).
