Hi Nick,

Yes,  looks like she is gravid.  Blue tongues can have up to roughly 15 young.  
They are born live, hatching from their soft shelled eggs before emerging.

The young are independent from birth.  Keep an eye out and keep the cat inside. 
 Ask your neighbours to do the same until they disperse.

It does seem to be about a month early but we have had some pretty warm weather 
lately.
