I wonder if I am missing the point but I suspect 2 totally different things are being discussed. This seems very simple. A cattle grid is not a horse gate, and I have no comment on the name for that. Cattle grids are designed to allow wheeled things (like cars) to go through the gap in the fence without having a gate and thus to retain cattle and sheep. Cattle and sheep won't cross them. I expect horses wouldn't either.
 
These horse gates are designed also usually alongside a fence, to allow horses (presumably guided by a rider) to step through them, when wheeled things obviously can't, whereas cattle and sheep won't or can't cross them because they can't step so high.
