I sympathise entirely with the general point. The problem is that in the
absence of the long-awaited management framework there is no clear -
a) policy on where people can and cannot go (calling a place a 'refuge
area' does not confer any legal status)
b) signage or other form of communication indicating such (indeed, there is
an invitational gate in the fence, and no other boundaries indicated)
c) an enforcement regime - even if all the above were in place.
In the meantime, some sensible and tactful directional work (perhaps
advisory signs) will be a good idea. (I hope the notorious Powerful Owl
supervisor will not be deployed for this purpose.)
I understand there is a proposal for an official film crew to be deployed on
Tuesday. No doubt they will be keen to get their shots. Sauce for the
female painted-snipe might look like sauce for the male ditto.

Totally agree, Marnix and Con. I've just made a phone call which I'm hoping
will get some action to keep people away from the west bank 'refuge' area -
I'm assuming with some confidence that this irresponsible lot are NOT
locals. Please continue to report such infractions.
