We have just observed him being fed and groomed by 2 possibly parent birds  - a little bigger than him. 
He begged for food from them.  
He is agile in the trees -  he is now in a small leaved eucalypt which abuts the conifer  -  and is foraging for food himself.    
Binoculars reveal the stump - perhaps  1 inch maximum 2 inches long -  of a tail. 
Can he survive like this if he cannot fly?   
Could he be a juvenile?  
Appreciate advice.
