Nest on Mt McDonald

Can anyone suggest who might have constructed this? To give an idea of scale, the entrance is about 150mm across. There was no sign of occupancy that I could see with the bins from a few metres away and slightly below. The nest is only a few metres from the bitumen road up Mt McDonald, on a small ledge in a rockface formed by blasting for the road - you can see the remains of one of the blasting drill holes just to the left of the tree in the second photo.
