My son has been reporting hearing high-pitched squeaking after dark

Are there bats about that
a would be around Canberra suburbs?

Yes, at least in Deakin, from time to time - small insect eating bats.

b would emit noise that a 14 year old could hear, but a 44 year old couldn't?

Yes. I used to be able to hear them but no longer can. You can see them sometimes in late twilight.
