Yes, Picassa is excellent for that purpose. You can also do it within Picassa if you have installed the program on your computer.

An alternative is the online image resizer at http://www.shrinkpictures.com/

We successfully use Picassa to reduce the photo size before emailing (which you can do directly from the site).
 
Picassa is a free program which can be down-loaded from www.picasa.google.com
There is also a version for Macs  www.picasa.google.com/mac/
