Hi Lindsay,
Sorry about the late response. It looks like either a Blind Snake or a Pink-tailed Legless Lizard both of which are rarely seen in the ACT and any sightings are important. However they can't be recorded without positive identification. If you live in the ACT it should be reported to Murray Evans as Frank below suggested. If the Qbn NPWS people can not do this I would retrieve it from them and take it to the wildlife museum next door to Murray (I can't remember it's correct title) at the old Gungahlin Homestead no matter how rotten. The scale pattern would probably still be good enough
