I think there are a number of interesting points in the letter in addition to the comment about nest boxes. 

There is a reference in the second paragraph  to 70% of the city being devoted to open space and trees.  I wonder what the equivalent  planning parameter is nowadays?  Folk from Gungahlin may wish to comment.

The fourth paragraph refers to "structural defects such as hollows ...".  I'm sure the local parrots etc are pleased to hear that one species des res is another species structural defect.

Nowhere in the letter does the Minister indicate that any consideration has been given to starting to plant replacement trees before the removal process begins.  Given that he claims this process has been going on since 1992 (how come no-one has noticed until now?) this would seem to imply some more interesting planning parameters have been involved.
