I don't know where you live, but I saw two kookaburras in my Deakin GBS site this morning (about 9am) for the first time. They were calling quietly to each other and then inspected a hollow in a tree in the grounds of the prep grammar school in Grey St. They were chased away ferociously by four magpies.
I did not hear the sound you described.
