if what appears on my monitor is to be believed this Charadrius plover has a black bill, black legs a white supercillium and a broad white collar, which in mind places it in the Kentish Plover group.  The general demeanoor is also consistent with this group.  The problem is that members of this group are not typical of short grass habitats.  It difficult to explain those black blobs: are they part of a black eye stripe or a black collar?

My bid is male Kentish Plover showing first signs of alternate plumage.
