They're paper wasps. We have a few of these nests under our eaves that have
been there for a long time. Seeing that they're well out of reach I just
leave them alone, and no-one has been stung. If the nest you show is at a
height where you might disturb it going to the letterbox then you should
probably get rid of it.
Paper wasps predate on caterpillars and so have some beneficial effect in
the garden.
