Blue-billed Ducks at Sewage Ponds

The Blue-billed Ducks have been regulars at the sewerage ponds for several years and appear to breed there and are a main reason for going there. I don't know of any other site in the ACT where they are resident.

I have not heard any mention of Blue-billed Ducks in the ACT recently.  Are they unusual?  Should I be filling out an observation form for them and/or the raptors?
