Just a casual (non-scientific) observation. When I first started noticing these things (mid 1980s) white-backed magpies started to appear around about Bredbo. North of there was the black-backed form. About 10 years ago I started noticing the occasional white-backed/intergrade magpie in the flock of birds that is associated with the bread lady of Hysen St Weston. Now the white-backed form appears to predominates in my local area of Weston.
