large raptors

Two large raptors crossed above Parkes Way heading towards Mt Pleasant
just before 1pm. I was on the city side of the Russell roundabout at the
time. My best guess is little eagles but I was driving, couldn't stop,
and didn't have any binoculars.  Did anyone else see them and get a more
reliable identification?
