Very young seagull

Today off the National Museum I saw a very young silver gull in the lake. Initially it was at a distance of about fifty metres and looked like a tiny duckling. However adult gulls were giving alarm calls and diving at a nearby adult black duck and alternately alighting on the water near the young one. When the baby finally made it to shore where I was standing it was obvious that it was a very young gull - still downy and a long way off flight. It was battling just to keep paddling. Interesting to know where seagulls might be breeding around here.
