I am told that camera clubs in the UK are closing their memberships to new
members, such is the impact of the digital camera, but such a
Norfolk-Islandesque approach to the population of Canberra, while appealing
to the nature lover, is surely a crude option.  Let's work at the push-pull
factors, perhaps closing all the day-care centres.  That'll put a lid on it.

I must admit, I can't quite see the logic: we don't have enough water
for Canberra at the present size, and yet a whole new set of suburbs
is approved.

[Ditto for Australia, every capital city is experiencing water
restrictions, and yet we celebrate an increasing birth-rate!]
