Peaceful doves have a blue eye ring and top of beak.

In Diamond doves the amount of red around the eye and richness of colour is often a sign of a gender, with males having brighter red and a bigger ring around the eye.

With Peaceful doves there seems to be no correlation between gender and the intensity of colour (which varies little, except sick birds can be paler blue) or the size of the eye ring which varies little.

Peaceful doves are not commonly kept in captivity in Canberra. I know of only one other person, I have kept them for years and bred a few, but have found it almost impossible to get mates for my birds in Canberra. So I think they are unlikely to be escapees. Peaceful doves do seem to be spreading in distribution and may be an expanding woodland species. But that is just my impression. Their natural distribution extends quite close to Canberra. They are a common bird across much of Australia and I often hear them calling in the background on many Australian TV shows.

Nearby was a diminutive dove, a Peaceful Dove I presume.
It had blue/green at the base of its bill and around the eye
not a "trop de camera" .
           
Is this indicative of an escaped cage bird ?
It was a long way from tame.
