Caroline Giddings rang me (as erstwhile GBS coordinator) to tell me the 
information in the email below.  She said she is an "amateur and occasional 
birdwatcher" and had not reported the sighting she describes below but was 
surprised to read about the rarity of Powerful Owls in Canberra.  Hence the 
contact.
