This pair dark and light morph Little Eagles (if it is the same two individual birds) have been seen together so often and for at least 3 or 4 years around Fyshwick, JW, Mt Mugga, etc. that it is hard to think they are anything but "a possible breeding pair". They seem to be amicable, so that is another supportive thing. Whether they are actually breeding anywhere, I don't know. Maybe Jerry Olsen knows.
 
ps "phases" are stages that an individual goes through, so "morph" is the word for this situation.
