Silt trap water level control?

Recalling how good the Point Hut Silt Trap used to be for White-fronted chats and shorebirds does anyone know if it would be possible to manage the water levels in such entities to make them more attractive to birds? There are a number of other water bodies around town that also look promising if the water levels could be controlled.
