I haven’t heard of Turtle Creek, but
I do know that several years ago now (probably latish ‘90s) there was a
single Plumed Whistling Duck that hung out with other ducks, and particularly
Black Swans, at the point where Jerrabomberra Creek enters the lake. This is
also where the “Bread woman” would unload a van-full of bread on a
regular basis. I think it was there for somewhere between one and two years. My
recollection is that the general feeling was that the PWD was probably one that
escaped from the National Zoo and Aquarium rather than a properly wild bird.

was reading an old ABR and found a record of Plumed Whistling Ducks at Turtle
Ck. The grid reference pointed to somewhere within Jerrabomberra Wetlands.
