Hi John,
The answer is easy. Within the context of the quote
that you were referring to, I made a value judgement that they were referring to
regular inhabitants of Australia. To me "are found in Australia" refers to some
sense of regularity, as in can be found in Australia. The Gurney's Eagle has I
think one record and that most certainly does not qualify it as "are found in
Australia". It is an accidental vagrant, not a resident. Besides Boigu
Island (Torres Strait) is hardly Australia, except politically.
