On the other hand, a major brickbat to Noel Dix for his disinformative 
attempt to suggest that this raucous activity will only affect a tiny area. 
The noise will affect a huge area, and the wake from the boats will affect a 
large amount of shoreline.  In addition judging by the experience of when 
the trials are allowed in Central Basin all other (human) users will be 
excluded from the whole basin.
