Yes to both. As in it isn't the bird that has changed. Apparently Elanus axillaris Latham 1801 is an older name than Elanus notatus Gould 1838, so the "correct" name is the older name. For whatever reason, the older name was not used for a long time, so Elanus notatus made it into a lot of the books. Not an uncommon thing to happen.
