Bird Watchers in Victoria should start or join a minor political party.
For example, Save the wildlife party.
Elect members in the upper house and nothing will pass unless you get your way.
That is how democracy works in Australia.
The case in Queensland (where we have no upper house) was pushed by ALP members
and former Premier Peter Beatty jumped at the chance to responded to their 
wishes.
Extract from his speech to parliament.
‘There will be no more duck and quail hunting in Queensland.
It's time to ban the recreational shooting of ducks and quail.
This is not an appropriate activity in contemporary life in the Smart State.
