"Conservation International Timor-Leste was established in 2012 and is
 now in the process of building its country program. With an initial 
focus on improved marine management for livelihood and food security 
benefits, the country strategy notes the broad range of environmental 
needs and pressures in-country and the opportunities for CI to 
contribute significantly in this space. The coming years will be about 
building on the significant success of our early marine projects, to 
develop a more comprehensive suite of support activities in key 
geographies across the country.



The Country Director is responsible for providing oversight, guidance
 and management for CI’s country program in Timor-Leste. As a newly 
established country office, the role includes a strong focus on building
 a cohesive team, establishing functional systems and developing new 
project designs and partnerships to enable diversification of funding 
bases.



Primary duties include managerial responsibilities such as staff, 
operational and budget management, as well as technical guidance for the
 implementation of project activities and the CI Country Strategy. It 
also requires representation of the CI TL country program to 
stakeholders in Timor-Leste, within CI itself, and to other external 
audiences and the pursuit of strategically viable funding opportunities.



RESPONSIBILITIES

Management and Oversight:

Ensure the overall administrative, financial and staff management of
 the Program are conducted in a manner that ensures stability, provides a
 motivating environment and is in compliance with local laws and CI 
policies and compliments the country strategic plans.
Technical Lead:

Facilitate appropriate technical input into the development of the 
annual Timor-Leste work plans and provide leadership and guidance to CI 
TL field teams in project implementation. Work with CI’s Asia Pacific 
Field Division (APFD) and Head Quarters (HQ) to report on project 
activities. Incorporate Timor-Leste work plan into CI’s overall 
framework.
Stakeholder Engagement and Liaison:

Engineer and build CI’s institutional presence in order to deliver 
on the portfolio of conservation and human-well being outcomes 
identified in work plans for Timor Leste.
Fundraising

Serve as point of contact with all current and potential donors, and secure 
ongoing funding for the country program.
Other duties as assigned by supervisor.

Working Conditions

The position will be based in Dili and will be required to conduct 
field work on a regular basis and travel nationally and internationally 
approximately 30% of the time.
QUALIFICATIONS

Required

At least 7 years’ experience in program management, including some 
prior experience in implementing multi-disciplinary conservation 
efforts.Demonstrated skills in leadership and management with an 
international NGO, including strategic planning, project design, budget 
development and management.Excellent people management and interpersonal 
skills, including the 
ability to motivate and mentor and develop harmonious teams in a 
cross-cultural environment.Demonstrated success in proposal development and 
fundraising, including with bilateral and multilateral partners.Proven ability 
to develop and manage complex and diverse stakeholder
 relationships, and effectively represent an organization at all 
levels.Understanding of the principles behind ecosystem services as they 
relate to human wellbeing, particularly within the Timor-Leste context.Relevant 
tertiary qualifications.
Preferred

Degree in environmental or natural resources management, or allied 
disciplines.Technical skills and knowledge in the fields of land-use planning, 
watershed management and/or agro-forestry.Experience in managing USAID and/or 
GEF funded programsExperience working inTimor-LesteTetum or Bahasa Indonesian 
language skills.
