I note that yesterday a Coalition spokesperson announced that a future Coalition government's plan would include "outsourcing" environmental protection to the States. Trying not to be political here... When I came to Australia in 1991 I saw that environmental protection had a long way to go (as in the UK), and through the 1990s it seemed little progress was being made.
