This is a hot topic here in northern Victoria at the moment as it is with you
in SA.
I believe that the Greenguard product is specific to grasshoppers generally (
not just locusts ).

Many birds ( a wide range of species ) take advantage of locust infestations.
The only upside I can see is that the recommendation is to spray these critters
at a certain stage when they have aggregated into swarms but before they can
fly, so rather than having to spray vast areas, spraying should be localised
to where these "bands" of hoppers are occurring.
