Greg, state and local authorities can only act if they are informed.
Listing something on Birding-Aus, particularly in the vagueries which are
preferred here to protect rarities is not an effective means of notifying
the authorities. If birdos see something rare and unusual contact your
local council, your version of NPWS (who  manage threatened species in NSW)
and be proactive. Its no good mourning a lost habitat after the event.

In the event of normal agricultural practices however controls are very
limited. If your assumption that cane farmers have cleared the sites for
future plantings, that is normal business on farming lands and exempted
from control, except of course Native Veg protection controls, which are
not applied to grasslands generally.

The lack of similar protected areas in SE Qld is of concern and something
which should be raised with your council and Qlds NPWS
