This has come up  before - basically, with exceptions, its illegal
to possess feathers from native birds in (my state) NSW and all other
Australia states seem to have similar legislation.  Most think this
shouldn't apply to birders, and some of us feel it would be good if
birding was exempt from various other laws :-)

The federal legislation controlling export of native animals includes
feathers and other products derived from native animals - so in general
you need a permit to export feathers from native birds from Australia
There are exceptions for some fauna - but I don't know if any bird
species are included.
