Currently offsets (with some airlines offering much less realistic ones than others) do make a difference if many passengers purchase them.

But under the new CPRS legislation the impact will be less or zero (except for foreign airlines?). The way ahead seems to be to purchase carbon credits and then burn them.

Should become easy soon to do that via an entry fee that would cover cars as well as planes.
