Hi Mark

If you need to see Puffins without going to Scotland, the best guaranteed 
place by far are the Farne Islands, off the north-east coast of England 
(Northumbria). Lots of other seabirds and seals too.  Earlier in the 
breeding season would be better but there should still be some birds around.

I gained lots of info from Birding Aus for our 6 week trip to Australia in
