No EPBC Act approval = stupid developers.  I would have thought that a part
of every single development application would be an environmental impact
study conducted by an ecologist?  A simple search would have turned up
nearby records of Black-throated Finches.  Claiming ignorance isn't going to
help them, they can be charged (as a business) for up to $5,000,000 if found
guilty, plus be open to a civil suit from the people who bought the land I'd
imagine.

Very sad that cowboy developers seem to think they can get away with going
ahead with work and retroactively get approvals.  I hope these guys don't
get away with it.
