I agree with Jeff Davies on this one - a juv Fuscous - they have a yellowish basal half to the bill, yellow eye ring, yellow-green flight feathers and lack the 'plume'. 'chip' calls are characteristic of juv Lichenostomus honeyeaters. Painted honeyeater would have much more contrast between upperparts and lower parts and a pinkish bill.
