You seem to raise two issues:
On Dog Clubs it cannot hurt to try I suppose - and also try and pressure
councils to include information with dog registration. But I suspect that
the less responsible owners are less likely to belong to a club (or have
their dog registered come to that). But even if it only gets the message
through to a few it would be worth trying.
As for bird smuggling - illegal wildlife traffic rates with drugs and arms
as one of the largest smuggling "industries". Birds form a significant part
of this and our parrots are a target as they fetch large prices overseas.
