I haven't seen the sonograms in Hanzab but Black Kites can have a slight rise 
at the end of their call.  Whistling Kites have a much greater inflection and 
is quite pronounced.  Having said that, there is no reason why some BK's may 
have modified their call in certain locale.  Let the mystery continue!!!!
