Swamp Harriers question

I regularly see Swamp Harriers in Altona (Vic), and very often see one
or two landing or sitting on the ground in a particular spot.  Is that
likely to mean they're nesting there, or is that just the Swamp Harrier
equivalent of other raptors resting in trees?
