Hi Tim et al,Anna's Hummingbird shows a white line over and slightly behind the eye. The clean grey head of this bird including the forecrown (green in adult Anna's) does not look like Anna's and this bill structure is not correct either, Anna's has a 'short straight bill' David Sibley. I am extremely confident that this is Black-chinned both on the clean grey head pattern and the bill structure.
