Identifying Raptors at 110kph

Just guessing, as I haven't seen many raptors yet.  Could it be a Little
Eagle?  I saw one a few days ago and had a lot of trouble working out
what it was because the guides didn't show the white on the wings as
white as what I saw.  There's some good pictures at
