Pelican breeding query

A question for waterbird or Pelican observers.

Friends of French Island (Western Port Bay, Victoria) recently had their 
Annual General Meeting.  The issue of Pelican breeding arose as the island 
has, until recently, been a breeding location for the species in southern 
Victoria.  Most breeding by pelicans in Victoria now occurs on Mud Islands 
in Port Philip Bay.

In recent years Pelicans have failed to nest/breed on the island and I 
have been asked whether drought has resulted in nearby freshwater wetlands 
being dry and hence having an impact on the species freshwater requirement 
(if any) during breeding.

Does anyone have experience with Pelican colonies that would indicate 
freshwater being available nearby for nesting to occur?
