I agree with Ricki that it is an Osprey which are often seen at Pottsville
(I live just sth of there). Immature White-bellied Sea-Eagles can also have
a neck band (I got confused by one a few weeks ago) but the leading edge of
their wings is fairly straight compared to the typical bent shape of the
osprey shown in the photos. Note the overall long, narrow appearance of the
wings with a concave curve forward from the shoulder and a bend back at the
"wrist". This bird appears to have a tail feather or two missing which gives
the tail an unusual notched appearance, rather than a slight convex curve. A
young sea eagle would have a short wedge shaped tail. I have also heard the
osprey described as "pin headed" with its longish narrow neck as shown in
the second photo.
